- Randall M. Greenwood , Senior Vice President, Chief Financial Officer & Treasurer of United Bancorp, Inc. (the Company), is also Executive Vice President and Chief Financial Officer of The Citizens Savings Bank (the Bank). He joined the Bank in December 1997 as Senior Vice President and Chief Financial Officer and as Vice President, Chief Financial Officer and Treasurer of the Company. He directs the financial functions and has significantly enhanced the accounting, regulatory reporting, budgeting, asset/liability management and forecasting for the Bank as well as the Company. A summa cum laude graduate of Ohio University with a Bachelor's Degree in Accounting, Mr. Greenwood is also a Certified Public Accountant (CPA) and had 12 years senior management experience in auditing and consulting in banking, brokerage and insurance with Coopers & Lybrand, LLP and Bank One prior to joining United Bancorp, Inc. Mr. Greenwood pursued additional education throughout his career in conjunction with CPA maintenance requirements and graduated from the Graduate School of Banking at the University of Wisconsin. He serves on the Board of Directors for The Salvation Army, Martins Ferry Chamber of Commerce, and the St. Clairsville Junior Sports Association.

His responsibilities include directing, coordinating and maintaining the Bank's lending portfolio, including the commercial, residential and installment loan programs. He is also responsible for overseeing retail banking, as well as overseeing the Bank's credit analysis, loan administration and collection areas. With more than 20 years financial services experience, Mr. Branstetter joined the Bank and Company in 2009. He has served as a Financial Management Specialist/Systems Administrator for the U.S. Air Force. Mr. Branstetter received a degree in Business Management from Indiana University in 1992 and received Credit Risk Certification from the Risk Management Association (RMA) in 2005.
