The decline in the administrative expense ratio was due to reduced management personnel compensation following the organizational structure adjustment. In terms of cash flow, 1H26 net operating cash flow was RMB85mn (-44% YoY), owing to concentrated payments of historical engineering payables and the release of restricted funds in 1H25. Capex (cash paid for fixed assets, intangible assets, and other long-term assets) was RMB305mn (-57% YoY), and free cash flow was -RMB220mn (vs -RMB557mn in 1H25, improving YoY). We believe the company's water operations foundation is solid, and coupled with organizational structure optimization and ongoing cost control, profitability could improve.
