Hydropower Tariffs Remain Relatively Stable YoY in 1H26

Huaneng Hydropower has reported 1H26 revenue of RMB13.15bn(+1.45%YoY),an attributable NP of RMB4.38bn(-5.05%YoY),and arecurring NP of RMB4.33bn(-6.30%YoY).In 2Q26,revenue reached RMB7.39bn(-2.50%YoY,+28.14%QoQ),while the attributable NP reached RMB2.83bn(-8.63%YoY,+83.57%QoQ),slightly below the lower end of our RMB2.91bn forecast range in our 2Q26 preview, mainly due to weaker-than-expected hydropower generation. We remain positive on the long-term value creation from the company’s integrated hydro-wind-solar development.Maintain BUY.
1H26:Hydropower dispatch+1.99%YoY;tariffs remain stable
Total on-grid electricity increased by 4.14%YoY to 54.39TWh in 1H26,including 49.93TWh of hydropower(+1.99%YoY).The growth was mainly driven by the effective release of stored water at Xiaowan and Nuozhadu, where on-grid electricity increased by 4.73%/23.24%YoY to 8.24TWh/12.85TWh,respectively.Based on disclosed hydropower revenue divided by hydropower delivered to the grid,we estimate the tax-inclusive hydropower tariff at RMB0.268/kWh,down RMB0.0067/kWh YoY and therefore relatively stable. We think that this may reflect Yunnan’s spot and monthly tariffs significantly exceeding annual long-term contract tariffs from March and April, together with sharp increases in Guangdong’s average spot and monthly bilateral tariffs in April and May.
Clean-energy capacity+3.05GW;finance costs further decline
The company added 3.0524GW of clean-energy capacity in 1H26,which we think was mainly new renewable capacity.Meanwhile,full-scale construction commenced on the 1.89GW hydro-solar complementary clean-energy base in the Nuozhadu area, further deepening the company’s integrated hydro-wind-solar development. The company continued to optimize its debt structure, lowering its blended financing cost YoY.Finance costs declined by 2.01%YoY to RMB1.29bn in 1H26.
2Q26:On-grid electricity-3.63%YoY;performance diverges
Nuozhadu and Jinghong extended their strong 1Q26 growth in 2Q26,with on-grid electricity increasing by 38.84%/42.05%YoY to 6.70TWh/2.21TWh,respectively.By contrast,on-grid electricity from Xiaowan declined by 14.18%YoY to 3.46TWh and by 27.73%from 1Q26.We think that most of Xiaowan’s stored water was released during the dry season, while water inflows may have been relatively weak YoY following the arrival of the flood season in 2Q26.Given Nuozhadu’s strong generation performance, aggregate on-grid electricity from the five market-based Lancang River plants—Gongguoqiao,Xiaowan,Nuozhadu,Jinghong and Longkaikou—increased by 7.87%YoY to 14.71TWh.Their share of total hydropower delivered to the grid rose by 5.54pp YoY to 51.93%.In contrast,on-grid electricity generally declined at the relatively high-tariff upper Lancang River units supplying Shenzhen via dedicated point-to-grid transmission, comprising the five existing plants and the TB Hydropower Station.Their combined on-grid electricity fell by 26.30%YoY to 6.71TWh,with their share of total hydropower delivered to the grid down 7.29pp YoY to 23.69%.This shift in generation mix was relatively unfavorable for the weighted-average on-grid tariff in 2Q26.
Earnings forecasts and valuation
Given the high contribution of 3Q26 generation during the main flood season and the potential for above-normal rainfall in Southwest China under the influence of El Nino,we maintain our 2026–2028 attributable NP forecasts of RMB8.81bn/RMB9.24bn/RMB9.64bn,with EPS of RMB0.47/RMB0.50/RMB0.52.Comparable companies trade at an average of 17.6x 2026E PE on Wind consensus, unchanged from previously.Given the long-term value creation from integrated hydro-wind-solar development,we assign 24.0x 2026E PE and maintain our target price of RMB11.35.Maintain BUY.
Risks:weaker-than-expected water inflows or market-based tariffs,slower-than-expected commissioning of hydropower, wind and solar projects.
